Acknowledging that Texans and ultimately the Federal Highway Administration will have the final say, the Texas Department of Transportation released in September 2006 the master development plan for TTC-35.
Under the plan, a toll road would extend south of San Antonio, connecting to I-35. In North Texas, the toll road should connect to I-35 north of Dallas-Fort Worth and run all the way to Oklahoma. Also included in the master plan is the southern section of Loop 9 around Dallas-Forth Worth, a project that has been under study since the 1980s.
The master development plan estimates construction could begin by 2011, pending final environmental clearance to determine the ultimate alignment of TTC-35.
The report indicates private investment could potentially be worth $8.8 billion with additional concession fees to the state for other transportation projects possibly reaching $1.9 billion.
The master development plan is a long-term vision for meeting the state’s transportation goals by taking advantage of private sector innovation and investment. The plan is a living document that will continue to evolve and change as the environmental study continues.
The Master Development Plan does not:
- set the route for TTC-35
- authorize construction
- set toll rates
- eliminate competition
On November 29, 2007, TxDOT requested an update of the master development plan. The update will include revised traffic forecasts for projects in the Dallas-Forth Worth area, additional analysis and information on other project delivery methods. The update should be completed later this summer.
