I-69/TTC (Northeast Texas to Mexico)

PROJECT MILESTONES

Status Activity Comment

1991 to 1998

Designated as congressional high priority corridor

Congress passed several pieces of legislation defining the I-69 corridor. Legislation included ISTEA (1991), 1993 DOT Appropriations Act, 1995 National Highway System Designation Act and TEA-21 (1998). 

1998

Designated as environmental streamlining pilot project

TxDOT partnered with Federal Highway Administration to develop procedures for efficient and timely agency reviews and ensure full compliance with the National Environmental Policy Act.

2000

Sections of Independent Utility defined

Report to I-69 Steering Committee divided the national corridor into 32 subsections for further study.  Fifteen of these subsections were in Texas. 

June 2001

TxDOT hired a general engineering consultant and 12 section engineers

Consultants assisted TxDOT in conducting the engineering and environmental studies


October 2002

I-69 incorporated into the Trans-Texas Corridor system

Proposed I-69 project integrated into the Trans-Texas Corridor and referred to as the Northeast Texas to Mexico element of the TTC


June 2003

Environmental approach restructured

Two-tier environmental approach implemented in order to better manage the study.   Tier 1 study will focus on the entire study, from end-to-end; Tier 2 studies will focus on individual sections of the project.


January 2004

Notice of Intent published

TxDOT published official notification of intent to begin environmental study for I-69 element of the TTC.  Notice published in both Federal and State Registers.


February 2004

Resource agencies meeting held

Federal, state, and other agencies provided comments on proposed project.


April 2004

Spring 2004 public meetings held

Eleven public meetings were held throughout the study area to introduce the project and gather public comments.


April 2005

Scope of environmental study approved

Federal and state resource agencies approved the project purpose and need, study area limits, and evaluation criteria for use in Tier 1.


Spring 2005

Study area expanded

Study area expansion was necessary to avoid densely developed areas and better coordinate with local transportation plans. Seven counties were affected.

Reasonable corridor alternatives developed based on several environmental and socio-economic factors.


August 2005

Public Information Meetings

A series of 37 Public Information Meetings was held throughout the study area in July and August 2005.  The official comment period ended August 29, 2005 but comments submitted after that date become part of the comment database and are considered.


November 13, 2007

Draft Environmental Impact Statement released for public inspection on www.keeptexasmoving.com


December 2007 Notice of Availability for DEIS published in Federal Register on Dec. 14, 2007 and in Texas Register on Dec. 21, 2007.

Public hearing schedule announced for February 2008.


February - March 2008

47 I-69/TTC public hearings conducted across corridor study area February 4 - March 4, 2008. Comment period listed to end on March 19, 2008.


March 2008

Public comment period extended to April 18, 2008.
