Zachry American Infrastructure and ACS (Zachry-ACS) proposal

In June 2008, TxDOT announced plans to select the best value proposal and contract with Zachry American Infrastructure and ACS (Zachry-ACS) to develop the Texas portion of Interstate 69. Once signed, the contract (also known as a CDA) would authorize Zachry/ACS to create a master development plan and master financial plan for I-69/TTC, as well as a specific plan for upgrading U.S. Highway 77 from Brownsville to Corpus Christi. What’s next:

  • Negotiate final terms of the CDA
  • Federal Highway Administration concurrence with award
  • Attorney General concurrence with legal sufficiency
  • Legislative Budget Board concurrence
  • Submit CDA to State Audit Office
  • 12-18 month master planning process capped at $5 million

The CDA agreement will not:

  • Designate the alignment of I-69/TTC
  • Authorize construction
  • Set toll rates
  • Determine who gets the tolls
  • Eliminate competition for future services

If the project is given federal environmental clearance,construction contracts may be considered in the future.

Master Development Plan

The Master Development Plan for I-69/TTC has not yet been created. Once a CDA (see above) is signed, Zachry/ACS will work collaboratively with TxDOT to produce a plan to guide the development of primary and potential connecting facilities, as well as funding options for the project.

In addition, specific projects would require coordination with local governmental entities and input from the I-69 Corridor Advisory Committee and the Segment Advisory Committees.
