Tier One

The I69/TTC environmental studies are being conducted in compliance with the National Environmental Policy Act (NEPA) of 1969. The I69/TTC environmental process is being conducted in two phases, known as “tiers.”

The first phase (Tier One) began in January 2004 and involved studying a broad area to determine the preferred corridor for I-69/TTC. That broad band was then narrowed based on the following: the Project’s need and purpose; land use, engineering and design, and traffic flow analyses; potential impacts on environmental factors (such as wetlands, farmland soils, cultural resources, and socio-economic issues), and public input.

Tier One Draft Environmental Impact Statement (DEIS)

As part of Tier One, TxDOT has held 48 public meetings, 47 public hearings, and 10 Town Hall meetings to receive public input on broad potential locations for the corridor. The public hearings were held in Spring 2008 to present a recommended preferred new location corridor alternative (known as the Preferred Corridor Alternative), as published in the Tier One Draft Environmental Impact Statement (DEIS) in November 2007. TxDOT received over 25,000 public comments from these hearings, resulting in significant changes to the Tier One recommended alternative.

Tier One Final Environmental Impact Statement (FEIS)

In response to strong public sentiment expressed during the DEIS comment period, TxDOT has recommended that I-69/TTC be developed using existing highway facilities wherever possible. If additional lanes are added to existing facilities, only the new lanes could have toll fees. More detailed information about these recommendations is available here . These recommendations, and others developed based on public input received during the DEIS comment period, will be incorporated into the Final Environmental Impact Statement (FEIS). The FEIS is anticipated to be complete in Winter 2008/Spring 2009 and made available for public review.

Tier Two

Tier Two projects could begin after FHWA issues a ROD. During this phase, specific alignments and right-of-way needs for I69/TTC facilities would be identified, potential property impacts would be determined and additional meetings and hearings would occur to solicit public input.

Next Steps

Once the Tier One Final Environmental Impact Statement (FEIS) is published, there will be an official review period. During that time you will be able to make comments on the FEIS at this site.
